重庆、四川、陕西技术创新能力指数研究

选用若干项指标构建了技术创新能力指数（TICI）,并以重庆、四川和陕西三省（市）为实证资料,对各项数据运用综合指数法和相关分析等统计方法进行测算。在定性定量分析三省市技术创新投入能力指标、技术创新产出能力指标等3个一级指标和14个二级指标的基础上,提出在资源约束条件下,应当以提高产出能力和经济效益为原则加大技术创新投入,应当重点关注新产品生产、新产品销售、R＆D活动、专利申请、技术消化吸收和国外技术引进六个方面。

Research on Technology Innovation Capacity Index of Chongqing, Sichuan and Shaanxi

Technology Innovation Capability Index（TICI） was constructed with several indexes. With the empirical data of Chongqing, Sichuan and Shaanxi provinces, some quantitative methods, such as synthetic index and correlation analysis, were employed to measure the TICI level of these regions. On the basis of qualitative and quantitative analysis on 3 one-grade indexes and 14 two-grade indexes such as technology innovation input and out-put capability indexes, it was concluded that under the restriction of resources, the principle of improving production capability and economic efficiency should be taken to enhance technology innovation investment. Hence importance should be attached to six aspects as production of new products, sales of new products, R＆D activities, patent application, new technology digestion and absorption and technology import from abroad.
