| 摘 要： | 政府投资是指政府为投资主体的投资活动 ,包括中央政府投资和各级地方政府投资。政府投资是政府的一项经济职能 ,是政府直接干预经济 ,进行宏观调控的重要方式之一。政府投资能力在很大程度上反映着政府管理经济的能力和宏观调控的能力。政府投资不是追求利润最大化 ,而是把社会效益最大化作为其终极目标。

| Abstract: | Government investment, including central government investment and local government investment, is the investment activity by government as the inventor. Government investment is an economic function of a government and an important means of a government to interfere the economy directly for macro adjustment and control. Government investment ability shows the ability of a government to manage economy and to macro adjust and control. Government investment is not for profits maximuming, but for social benefits maximuming. |
