| 摘 要： | 我国在推进农村电子政务建设时,其逻辑起点是建立专为三农服务的农业信息网站,结果是农业网站的访问量很低,没有产生明显的成效.农村电子政务建设应以"电子农民"为逻辑起点,以"电子农民"、"电子农村"和"网站建设"三者齐头并进为现实起点,方能发挥其应有的效能.

| Abstract: | In promoting electronic adminstration in China's countryside,the logic starting point was to establish websites providing information services to agriculture and farmers.However,such websites were not able to win enough browses and failed to achieve desired effect.Rural electronic administration should,in fact,rely on electronic farmers as its logic starting point and meanwhile electronic farmers,electronic countryside and websites should be constructed hand in hand and serve as the realistic starting point... |
