| 摘 要： | 循环经济在本质上是一个经济活动过程,而不是一个经济要素。环境和资源是循环经济的核心。发展循环经济,是在人、自然资源和科学技术的大系统内,探求人类社会可持续发展的非常复杂的系统工程。这就要求我们从系统工程的观点,利用系统分析的方法对发展循环经济的理论意义和创新意义进行深入的思考和分析,以此展现循环经济的战略意义,推动循环经济的迅速发展。

| Abstract: | The nature of circulating economy is an economic activity process rather than an economic element.Circumstances and resources are the core of circulating economy.The development of circulating economy is a systematic project of exploring human sustaining development within the system of human,natural resources and scientific technology.This requires us a view of system engineering,and an approach of systematic analysis of the theoretical and innovative meaning of circulating economy,and thus to reveal the strategic meaning and improve the rapid development of circulating economy. |
