制度缺陷与个人荣誉称号评选异化现象

个人荣誉作为精神奖励的重要构成部分，与物质奖励一起引导着社会秩序的建构和社会的良性运行，因此在社会主义精神文明建设过程中具有十分重大的价值和意义。然而我国目前个人荣誉评选领域出现了很多不正常的现象和严重的问题，这些问题的出现与现有制度的缺陷有着密切关系。文章认为相关法律的缺乏、现有制度的缺陷给个人荣誉评选领域存在的问题和现象提供一定的生存空间，严重破坏了荣誉称号的神圣性和权威性，降低了其示范效应和引导价值，最终影响了社会公正的实现，因此改革和创新我国个人荣誉称号评选制度显得非常迫切。

On the Relation between System Defects and the Alienation of Personal Honor Award

As the part of the spirit award, personal honor guides the construction of the social order and social benign operation with material rewards.Therefore, it has very great value and significance in the process of a socialist spiritual civilization building. However, there are a lot of abnormal phenomena and serious problems in the field of personal honor award in our country now. The relationship between the emergence of these problems and the defects of the existing system is very close. Related laws blank and defects of the system provide a living space to these problems. These problems undermined the sanctity of honor and authority seriously, also reduced the value and effect. Ultimately, the realization of social justice is harmed by these problems. it is very urgent to reform and innovation the system of personal honor award under the principle of law, not fully trust, efficiency and justice in China
