| 摘 要： | 开发人力资源,发挥第一资源优势,对区域经济协调发展、人类文明和社会进步有着十分重要的影响。西部人力资源培养性开发、政策性开发、使用性开发及总体开发存在一定的问题。要解决上述问题,只有加大西部教育投资力度,加速发展各类教育与培训;调整产业结构,以发展特色产业为突破口,以事业留人才;加快体制改革的步伐,提高人力资源的利用效率;多管齐下,解决思想观念落后问题。
