长三角地区技术传播联动机制

摘    要:长三角地区在区域经济一体化的过程中,为了提高其整体的竞争力,关键问题是建立有效的科技成果转化链,形成知识、技术、产业相结合的技术创新体系.而目前由于各种因素制约着技术成果在整个区域之间的传播与流动.通过分析技术传播过程中存在的障碍,提出了建立一种超行政边界的区域技术传播联动模式,并分别从横向一体化和纵向一体化的角度分析了这一模式的要点.在整个长三角地区间整合政府、科研院所、技术中介机构和各类企业的资源,使它们发挥各自的优势和作用,各得其所,利益共享,从而形成高效的技术传播联动网络体系.

Abstract:The economic unification of the Delta of Yangtze River has become a tendency in line with the knowledge economy.To uplift the competitive competence of the delta as a whole in the process of the unification,an effective technique innovation system should be set up,which will ensure the application of the new technique to the actual production and achieve the fruitful combination of knowledge,technique and industry.However,at present a smooth transaction and communication of techniques among different parts of the delta has not been realized due to various factors.With these factors explored,this paper puts forward a regional technique transaction concatenation model transcending administrative divisions and expounds its main points from the perspective of horizontal and vertical integration respectively.Only a scientific readjustment and integration of various resources including local governments,colleges and institutes of science and research,intermediary agencies and companies can enable each of them exert itself to the outmost of its strength and form an efficient technique transction concatenation net system.
