| 摘 要： | 石化企业安全生产应急能力是应急能力建设的重要组成部分。在分析石化企业安全生产的风险因素及事故特点的基础上,结合应急能力评价体系应当体现的原则和功能,应用系统理论思想,以PPRR应急管理过程理论为指导,结合石化企业的自身特点,运用德尔菲法和层次分析法相结合的方法,初步构建了石化企业安全生产应急能力评价指标体系框架。该体系框架包括应急预备能力、应急准备能力、应急响应能力和应急恢复能力4个一级指标、17个二级指标和43个三级指标。

| Abstract: | Emergency capability evaluation of petrochemical enterprises is an important part of emergency capability construction.The article analyzes in detail the risk factors and the characteristics of production accidents in petrochemical enterprises,basically guide by the process management of PPRR,and applying the Delphi and AHP methodology to the emergency capability evaluation system,the weights of each indicator in each level.Finally,the article establishes a rough emergency capability evaluation system of production accidents of petrochemical enterprise which is mainly composed of the capacity of emergency readiness,emergency preparedness,emergency response and emergency recovery as the level one indicator and 17 indicators of level two and 43 indicators of level three. |
