| 摘 要： | 开放型政府强调公开、透明、责任、开放等意识,强调政府管理创新机制、信息公开机制和政民互助合作机制,而电子政务的发展,对开放型政府意识树立和机制建设两方面都有不可替代的作用。本文以电子政务为基点,着重于开放型政府建设的对策分析。
