将海南建成我国南海油气开发基地的思考

作者认为，南海油气资源丰富，开发潜力巨大；加快南海油气资源的开发，不仅是海南再创新经济增长点的需要，更是捍卫国家海洋权益的需要。并在此基础上提出了扩大开放、加大开发力度、逐步推进和琼台合作开发的对策。

Reflections Building Hainan into the Base of Oil-gas Exploitation of the South China Sea

In this paper it is believed that the oil - gas natural resources abound in the South China Sea and there exist great potentialities for exploitation. Therefore,speeding up the oil - gas natural resources exploitation of the South China Sea is not only the needs of recreating economic growth center, but also of the upholding state marine rights and interests. Based on these facts, this paper suggests the ways to extend to open to the outside world, accelerate the pace of exploitation and gradually carry forward the coop erative exploitation between Hainan and Taiwan.
