城乡一体化的改革在于建立有序交换的疏导系统

促进城乡经济的大发展,有大量剩余产品和产品的高性能而且适用是前提,疏通城乡经济交换体系是保障,公平有序交换是关键.中国要解决农村经济体剩余产品少和服务他人能力低、收入少的问题,就要不断提高劳动生产率和服务的质量效益,又好又多地生产产品和提供服务.要解决交换难和结构性矛盾突出的问题,就要成立农村经济专门市场和提供资金支持、技术指导、要素整合、机制创新,甚至行政命令.

THE REFORM OF URBAN AND RURAL INTEGRATION IS TO ESTABLISH SYSTEMS CHANNELED FOR ORDERLY EXCHANGES

In promoting great development of urban and rural economies, the factors are as follows： the premise is to have a large quantity of surplus products with high functionality and application; the guarantee is to mediate the exchange system of urban and rural economies; the key is to exchange fairly and orderly. In order to solve some problems in China＇s rural economy, namely, few surplus products, low service ability and little income, it is essential to improve labor productivity and efficiency of service quality so as to better offer more products and services. As to the solution of such problems as difficult exchanges and obvious structural contradictions, it is important to set up specialized markets of rural economy and to provide financial support, technical guidance, elements integration, mechanism innovation and even executive orders.
