现代信息与传媒产业的外部性

摘    要:现代传媒产业的生产、信息传播在自身利益的追求以及与社会互动中影响了他人的福利 ,出现了外部性。一般来说 ,类似于媒介这类公共产品 ,私人的或媒体集团自身的利益和公共利益不一致时 ,就会存在外部性。由于信息传媒业迅猛发展 ,对它监管的步伐明显滞后 ,其负外部性没有得到有效约束 ,使这一改变人类生存状况的产业的正外部性受到遮蔽 ,因此 ,要加强对信息传媒产业的监管 ,强化其正外部性 ,消除其负外部性。

Abstract:The production of modern information and medium affects others' welfare.In consequence of this,the externalities emerged.In general,let's put the medium production as an example,when there exists any deference between the interest of any private or a medium group and the interest of the public,the externalities come into being.With the swift developing of information and medium industries,the control of them lag behind obviously.Their ngeative externalities were not controlled efficiently,which covers the positive externalities of the these industries that changing human' existing status.Whereas,the government and medium group should strengthen the control of information medium industries and their positive externalities to eliminate their negative ones.
