甘肃民族地区大开发的总体思路和战略设计

本文以西部大开发为背景，主要探讨了甘肃省民族地区大开发的基本条件和制约因素，提出了大开发的总体思路和战略设计。认为甘肃民族地区的大开发应分为近期与中长期两个大的阶段，其中近期开发的战略目标是以彻底改变基础条件为重点，集中解决好结构调整、生态环境、科技教育、财政扭补等基础性问题，为中长期大开发作好准备。

An Overall Thinking of and the Strategic Designs for the Large-scale Development of the Ethnic Minority Areas in Gansu Province

Against the background of the large-scale devel opment of China 's west, this article makes discussions on the basic conditions for and the rest riction factors to the large-scale development of the ethnic minority areas in t he Gansu Province, puts forward an overall thinking of and the strategic designs for the development of these areas. The article holds that the large-scale deve lopm ent of the ethnic minority areas in Gansu should be divided into two major stage s: the short-term stage and the middle-and-long-term stage, the aim in the firs t stage should attach primary importance to the complete change of the fundament al conditions and concentrate our energy on resolving the basic problems, such as the adjustments of the economic structure, the protection and improvement of the ecological environment, the development of scientific and technological edu cation, and change the situation of financial deficits, so as to get prepared fo r the middle-and-long-term development.
