论新公共管理理论对我国公共管理改革的借鉴意义

对于我国这样一个具有悠久传统行政历史的国家而言,仅仅靠传统的思维定式、管理方式来控制或减少政府管理的不科学性来降低行政成本是难以从根本上解决问题的。只有借鉴国外新公共管理理论,从管理制度、方法、模式、思维等方面的创新,结合我国的实际,构建具有国际公共管理先进水平的约束机制,以实现控制或降低政府管理决策中的行政成本。

Significance of the New Public Management Theory for the Reform of China's Public Administration

For a country such as China with a long history of traditional management to limit and reduce the elements of irrationality in government management for the purpose of reducing management costs, the fundamental solution is not resorting to the traditional mindset and management methods. The only alternative is to bring about innovations in management system, method, mode and mindset by using Western new public management theory so as to establish an advanced restrictive mechanism of public management to control and reduce management cost in governmental decision-making.
