| 摘 要： | 制度既是一种控制，也是一种授权。企业科技创新需要这种控制和授权，以解决创新的约束和激励机制问题。中国企业在国家科技创新体系中的主体地位开始形成，但仍有很大发展空间。企业科技创新的动力之源是制度创新。产权制度创新为科技创新创造适宜的生长空间；企业内部激励机制创新和企业家精神培养，则成为企业科技创新的发动机。
