论新农村建设主导与主体的良性互动

在社会主义新农村建设中．政府主导与农民主体性功能的发挥应该是互动的。政府主导是充分发挥农民主体性作用的必要条件；富有主体性的农民是政府发挥主导作用的载体和决定性因素。实现新农村建设主导与主体的良性互动，须遵循以民为本、职责明确及多元化原则，构建市场型政府，并不断增强农民的自组织能力。

During the construction of new socialist countryside, the government and peasants play an interactive role. The governmental leadership is the prerequisite for peasants＇ exerting their subjectivity while the peasant, a subject, is the carrier and crucial factor of the government leadership. To accomplish the virtuous interaction of the two factors, it is vital to build a market-oriented government and enhance the peasants＇ self organizing ability through the principles ＂put the people in the first place, clarify the duties and multiply the construction measures＂.
