| 摘 要： | 产业集群的效率取决于集群企业的集体行动,产业集群治理是产业集群赢得集体效率、规避锁住效应的制度安排。交易限制、集体惩罚与集群文化是产业集群内在化的非正式制度,非正式制度的外在化是集群治理正式制度的重要来源;制度化是高效的集群治理的保证。
