实施人才强国战略途径及其反馈基模分析

摘    要:本文介绍了经济全球化给中国人才工作带来的种种挑战 ,阐明了中国面对全球的人才竞争加剧的情况下提出的人才强国战略 ,用学习型组织理论中的反馈基模分析了引进人才与本系统人才开发两种基本战略途径对实施“人才强国战略”的影响 ,并提出了系统内人才开发的几点对策。

Abstract:The paper introduces the various challenges b rought forth to the Chinese talent work by the economic globalization and expoun ds the strategy of making the country by talents that China puts forward under t he situation of the global increased competition for talents. Particularly, we u se the feedback base model of the studying type organization theory to analyse t he influence of two basic approaches --introducing talents and developing talent s within the system--on the strategic way of making the country powerful by tale nts and put forward some suggestions about developing talents within the system. $$$$
