摘    要:人力资源结构分为“硬”结构 (年龄、学历、职称、专业等结构 )和“软”结构 (知识、能力、素质结构 )。结构优化是人力资源开发与管理的终极目标与教育培训的根本依据。根据空中交通管理任务属性以及自身发展战略 ,建立人力资源结构优化目标 ,构建各岗位素质模型 ,由此转化为多层次、全方位、系统化的教育培训内容和课程体系 ,并按照教育培训各环节及其要求 ,规范空中交通管制人员的教育培训工作 ,以此达成空中交通管制人员结构优化目标

Abstract:Human resources have both "hard" and "soft" structures. The former concerns the terms such as the age, the educational experience, titles, and majors; while the latter includes personnel's knowledge, capacities, and quality structure. Structural optimization is the ultimate aim of exploitation and management of human resources as well as the fundamental basis of personnel training. The aim should be settled by considering the task attribute of aviation enterprises' development strategies. According to the aim, we can design the quality pattern for different positions and multi-dimensional, systematic training curriculum, which can guide the training of aviation personnel.
