构建和谐西藏的民族法制保障探讨

西藏发展的客观现实决定了西藏自治区是我国建设和谐社会的重点和难点区域。民族区域自治制度在西藏四十多年的实践充分证明,民族法制对于民族区域自治制度在西藏的实行和西藏社会经济发展发挥了重要保障作用。西藏要实现构建和谐社会的战略目标,离不开民族法制的强力保障。从重视民族法制建设,树立“依法治区”理念;西藏制定实施《民族区域自治法》的地方法规规章;加强自治法规建设;加强散杂居少数民族权益保障立法;普及法律知识,加强民族法规的实施等方面,探讨旨在保障西藏构建和谐社会的民族法制。

Discussion on the National Legal System Safeguard of Constructing Harmonious Tibet

The objective reality in Tibet has decided the Tibet Autonomy Region is the key point and the difficult region to construct harmonious society in China. The national legal system has played the important safeguard role in the regional autonomy for nationalities system in the Tibet and the social economy development in Tibet more than forty years. The Tibet Autonomy Region wants to realize the strategic target of constructing harmonious society which cannot leave the national legal system force safeguard. This article probes into the national legal system for Tibet Autonomy Region to construct harmonious society from taking the nationality legislative work and setting up the government by legal idea; the formulation implements "Regional autonomy for nationalities Method" local laws and regulations; strengthening the construction of autonomous laws and regulations; strengthening the legislation of ethnic minority living mixed and scattered,popularizing legal knowledge and strengthening the supervision of national legal system and so on.
