| 摘 要： | 再谈判是公私合营（public-private partnership，PPP）项目实施过程中的一个重要问题，再谈判的高发会导致资源的浪费以及管理效率的降低。因此，研究再谈判问题可以有效减少再谈判的发生，从而提高我国PPP项目的经营绩效。近30年，拉美国家PPP项目再谈判的众多案例为我国提供了很好的借鉴意义。从PPP项目国际经验出发，结合我国实际，分析找出了PPP项目再谈判的关键影响因素，提出了进一步完善PPP立法、改进合同设计、规范竞争性招标、加强监管以及明确相应惩罚制度等应对措施，为我国公私双方PPP管理工作提供理论依据。
