| 摘 要： | 我国石油资源拥有量相对不足,对外依赖程度逐渐加深,国家的石油安全正在受到威胁.文章通过分析我国石油安全面临的现实问题和其它石油消费大国的战略设计,提出我国石油安全战略体系的构建应从战略手段和技术手段两个层面来进行.

| Abstract: | The oil security in our country is being threatened because of the insufficient petroleum resources and the increasingly dependent on the foreign market.This article analyzes the reality that China oil security has faced and the oil security strategy in other developed country,and puts forward that we should construct China's oil security strategy system from the two levels: strategy means and technique means. |
