Change of the world political and economic pattern resulted from world economic long-wave pushes for-ward the adjustment of western capital expansion mode.This process has been equipped with physical and spiritual in-terests rules fabricated by western science,while international system of labor division,which is powered by the evo-lution of technology-economy paradigm,has been guiding clearly practicing the interests rules.Meanwhile,the evo-lution of scientific view and scientific paradigm lay an ideological base for the change of interests rules,the develop-ment of the capital expansion means have put order into its interests,industrial and financial internalization has paved the road for its practice,to ensure western capital interests a gradient distribution in order of core-periphery,leading to a maintenance and continuity of unequal exchange.
