| 摘 要： | 推行工程保证担保制度是控制建设工程风险的一种有效手段。北京市在推行工程保证担保制度过程中，存在建设市场主体对工程保证担保的需求不足、工程保证担保费用没有资金来源、占用企业授信额度较大、工程保证担保市场运行不规范、缺乏对工程保证担保的有效市场监管等问题。通过研究，作者提出建立北京市工程建设领域的信用信息体系和工程保证担保信息统计分析系统、修改工程建设领域的概预算编制方法和会计制度、制定工程担保机构资信及担保能力评价标准体系与评级制度等解决对策。
