工程结构概率设计的伦理思考——以昆明部分城市基础工程建设的教训为例

工程结构概率设计作为含有失败度的工程风险设计,已由以往的＂二值＂拓展到＂多值乃至连续情形＂的工程风险设计,因此更加值得工程伦理的关注。工程伦理的核心是责任伦理,风险与安全是工程结构概率设计的重要伦理关系要素,诚实与避免欺骗是工程结构概率设计的重要伦理原则。昆明城市基础工程建设中发生的多起事故及工程结构概率设计中反映出的伦理问题,具有一定的代表性和警示性。为强化对工程结构概率设计的伦理审视,应当培养工程师的责任意识,在相关法律法规制定过程中纳入伦理因素,重视新闻媒体舆论监督,建立工程伦理委员会。
