农业劳动力的转移及其国民待遇问题

未来一个很长时期内,中国将存在劳动力,特别是农业劳动力的大量过剩。由此带来的问题:一是大量劳动力失业凸现的社会保障问题;二是大量劳动力为寻找就业而进行的流动,特别是二者结合所产生的流动人口的就业问题和社会保障问题。中国当前流动人口在就业和社会保障方面面临着严重的国民待遇缺失。为此,应当以就业地负责制作为建立国民待遇体制的一项过渡性安排,以保障人口在流动期间的国民待遇。

For a long time in the future,there will be surplus labors at a large amount in China,especially the agricultural labors.At present time,the migrants are facing severe defects of national treatment at occupation and social guarantee.The migrating of so many surplus labors for jobs will make the question more outstanding.This article puts forward a view of responsible system bypass the immediate leadership as a transitive arrangement of the construction of national treatment system to guarantee the national treatment of the migrants.
