| 摘 要： | 在行政程序法中确立行政公开原则,是现代民主政治发展的基本要求,为一国达成行政法治所不可或缺。文章首先分析了行政公开原则的内涵与基本内容,进而揭示了行政公开原则的确立根据与存在意义,最后探讨了构建行政公开原则的基本制度。
