基础教育改革30年:策略转向与路线生成

摘    要:渐进改革主张采取温和、稳健和自我完善的方式实现改革,把改革理解为一个修正、充实、完善和提高的波浪式前进过程。首先,基础教育改革的复杂性决定了渐进改革的必要性;其次,渐进改革有利于基础教育的"本土化"进程。因此,30年基础教育的改革策略转向渐进,有其必然性。渐进改革的思想根基是"有限理性"。30年基础教育改革的实践表明:在基础教育改革过程中,理论研究者、改革决策者和基层实践者等多方改革利益主体应通过对话形成均势,即"在互动中制衡"。

Abstract:Incremental reform is a kind reform of moderation,steadiness and self-realization,which is a process of correct,perfect and advanced conk.First,the complexity of basic educational reform determines the necessity of incremental reform.Secondly,incremental reform is favorable to the nativism of basic educational reform.Therefore,it is inevitable to 30 years of basic educational reform strategy turning to the incremental reform.The theoretical foundation of it is "limited rationality".30 years of basic educational reform practices indicate:in basic education reform process,researchers,policy-makers and practitioners as multi-interest groups should be balanced through dialogue-"checks and balances in the interaction".
