农林科技成果评价的思考

该文针对目前在农林科技成果和科研绩效评价中存在的一些问题，从管理角度提出了评价的原则，即利于科技创新和学术活跃；利于科研课题与生产实践相结合，提高整个农林业的科技含量；利于新技术推广；利于正确处理培养大师、孕育重大研究成果与多出成果、快出成果的关系；利于稳定人才，增强科技潜力。并提出农林科技成果评价的思路是：理论研究与技术创新研究区别对待；实用技术研究与技术推广区别对待。同时应根据不同科研的特点，设定科学合理的科研人员绩效评价和职称评定体系，研究项目绩效和个人业绩的评价指标可采用论文、专利和技术推广效益等指标，年度考核评价指标切忌急功近利。

Pondering over the Evaluation of Sci-tech Achievements in Agriculture and Forestry

The paper analyzes the problem of evaluation on science, technology and performance of individual scientists in the realm of agriculture and forestry in China. It proposes the principles of evaluation from the administrative perspectives,which hold that the evaluation should promote the innovation of science and technology and academic activities,help to integrate research with economic practices in order to advance science and technology in agriculture and forestry,strengthen the application of science and technology achievements, facilitate research projects to make greater achievements and train excellent scientists,stabilize research talents and stress the potentiality of sci\|tech.The guideline for assessing sci\|tech achievements is to differentiate basic theoretical research from technical innovation research and distinguish applied technology research from technical popularization research,and use different evaluation criteria and indexes according to the characteristics of each research.Research papers,patents,and performance in popularizing the application of science and technology should be adopted as the evaluation indexes for individual researchers.Shortsightedness should be eliminated in annual assessment of researches and researchers.
