| 摘 要： | 陕南移民搬迁是保障山区群众人身及财产安全的科学抉择，也是改善民生和全面建成小康社会的现实需要。然而从公众参与层面看，陕南移民搬迁存在着法律法规缺失、移民主体地位缺失、信息不对等、缺乏移民信息反馈等不容小觑的问题。要使如此大规模的移民工程顺利进行，必须自上而下提高公众参与意识，从而提高移民搬迁的效率与决策的科学民主性。

| Abstract: | This paper originates in the mass migration to avoid disaster in southern Shanxi,to review and summary the civic engagement problems at home and abroad.On the basis of the present situation of civic engagement in southern Shanxi,it analyzes some existing laws and regulations lack,loss of the principal position of immigration, communication barriers,single of the civic engagement form,and relevant solutions.The civic engagement is not only the migration assessment requirements in southern Shanxi,but also is the democratic process and the requirements of building a harmonious society at the present stage in China. |
