公共政策过程中的公共利益与政府利益关系问题研究

公共政策的问题从本质上说是公共利益的问题，而公共利益内部又孕育着政府利益，本文从公共利益与政府利益的相互关系开始分析，进而分析政府利益扩张的根本原因，最后提出了克服政府自利性行为的有效途径。强调政府的根本职责是制定和实施有效的公共政策以实现公共利益，探索在公共政策过程中实现公共利益与政府利益互惠与公正的基本路径，规避不适的政府利益对公共政策效果的影响。

Research on public interests and government interests relationship problems in the process of public policy
