借鉴CDM，建立国内区间生态补偿机制

CDM(清洁发展机制)是《京都议定书》确定的实现温室气体排放控制目标的一种灵活机制。它为实现经济的可持续发展提供了一种很好的思路,它的正式实行还在讨论之中,我们这里提出建立国内区间生态补偿机制(ECM)正是受到了这一机制的启发。国内区间ECM的建立不光有助于我国经济增长方式的转型,走可持续发展的绿色GDP道路,同时也为今后国内企业参与联合国CDM项目积累经验。

Draw lessons from CDM, set up the ecological compensation mechanism of domestic block

CDM (Clean Development Mechanism ) is a kind of flexible mechanism of Kyoto Protocol with the confirmed goal of greenhouse gas discharging. It has offered a kind of good thinking for realizing economic sustainable development. Its formal implementation, as in discussing, is exactly the inspiration of receiving this mechanism which we put forward and set up the Ecological Compensation Mechanism (ECM ) of domestic block. The setting-up of domestic interval ECM not only contributes to the transition of the style of economic increasement of our country, but also help to take green GDP road of sustainable development, and to participate in the United Nations CDM project's to accumulate experience for domestic enterprises in the future at the same time.
