| 摘 要： | 如何预防、控制、应对危机成为考验政府执政能力的重要课题,也是公共行政管理研究的热点问题。由于危机管理与社会、政治、经济、法律、科技、环境等因素相交叉,这些都要求我们整合各种资源,探索联合多元主体共同治理的途径。本论文探讨危机管理多元主体的整合问题,具有一定的现实意义。
