国外人口政策法规概观

1974— 1 994年的近 2 0年间 ,约有 50个国家明确制订了人口政策 ,有 1 0多个国家将有关人口与计划生育政策的条文写入了宪法。各国人口政策的基本框架大都相同 ,都包含了政策的理论基础、政策目标等。各国政府对人口问题的态度不一 ,关心的焦点也不尽相同。而我国必须加强人口与计划生育工作的法制建设 ,为实现可持续发展的目标创造良好的环境

General Survey of Foreign Population Policy and Law

Approximately 50 countries have instituted definite population policy during the two decades from 1974 to 1994. More than 10 countries list the population policy in their Constitution. The framework of population policy is similarity among the countries, including theoretical base of population policy, policy objectives and ect. Every country has different attitude and focus on population. China should strengthen the law of population and family planning to create a good circumstance for Chinese sustainable development.
