Research on the Causes Affecting the Quality of Ad-hoc Survey and the Countermeasures

The paper analyzes objectively the situation and challenges faced by statistical agency in current ad-hoc survey work,and analyzes the causes affecting the current survey quality from multi-angles--social context,statistical system context and the factor of survey object.Based on the practice and exploration,combined with the survey work experiences,the paper presents the methodology about the whole process quality control on organizing and implementing survey.
