| 摘 要： | 20世纪30-40年代,甘肃省政府奉令推行保甲制度.甘肃保甲制度的推行,既有国民党政权加强基层控制以维护其统治的一面,同时也体现了其重建秩序、稳定社会的努力.不过,由于受到行政机构缺乏效率、经费困难、保甲长人选不当、民众消极抵制等因素的制约,保甲制度的传统控制功能并未有效发挥.

| Abstract: | In the 30-40s of the 20th century,Gansu Government received order and pursued the Bao-jia system.The carrying out of the Baojia system in Gansu not only showed that the Kuomintang political power strengthened basic unit control to maintenance rule,but also manifested its endeavo to reconstruct order and stabilize society.Nevertheless,influenced by such factors as lacking efficiency in administration,difficulty of the funds,low quality of the Bao-jia organization personnel,people's passive attitude etc,the traditional control function of the Bao-jia system failed to give play to effectively. |
