论我国政府采购监督体系的重构

政府采购监督体系有助于我国廉政建设,有助于维护市场竞争秩序,节约采购资金,还有利于实现自主创新等政策目标。然而我国现有的政府采购监督法律体系不完善,还存在政府采购仅限于流程监督,缺乏专业的外部监督,缺乏有效的质疑投诉体系等问题。必须完善政府采购监督法律法规,重新构建包括内部监督、外部专业监督、社会监督、有效的投诉质疑救济制度在内的监督体系,以确保政府采购市场规范、高效的运行,实现政府采购的各项政策目标。

Reconstructing the Supervision System of Government Procurement

The supervision system of government procurement can help us build a clean government,keep the competitive order of the market,save money,and promote independent innovation.However,at present the supervision system of China is incomplete,which is only restricted to process supervision and is lack of special external supervision and effective complaint system.To achieve the targets of government procurement,it is necessary to reconstruct a new supervision system including internal supervision,professional supervision,social supervision,effectively complaint system,and performance evaluation system.
