| 摘 要： | 产业集群与竞争优势之间的关系已被导入歧途,并形成不合理的公共政策和社会实践。当前对其定位的错误在于研究者忽视因果关系研究。产业集群与竞争优势之间的因果关系给我们的启示是:产业集群的形成和发展主要取决于集群参与者的努力和当地资源要素禀赋,政府对此应慎重对待,有所为有所不为。

| Abstract: | The relationship between industry cluster and competitive edge has been misunderstood, which has led to inappropriate public policies and social practice. This is the result of the failure on the part of researchers to place enough importance to the proper relationship between the two. The study of the causal relationship between industry cluster and competitive edge reveals that the formation and development of industry cluster is determined by the efforts of the cluster members and regional resources, and that government should adopt a cautious attitude towards this, refraining itself in some matters in order to accomplish others. |
