我国城市危机管理机制创新研究

近年来,我国在城市危机管理方面做了不少工作,也取得了可观的成效。但是,我国城市危机管理仍存在一些问题：危机管理意识淡薄,危机管理认识有待于加强;城市危机教育不足;政府与公众在城市危机管理上存在沟通的＂盲区＂;现有的城市危机管理模式越来越不适应等。构建城市危机管理新机制的路径主要有：树立城市危机意识,实现危机管理理念的全方位转型;加强法规体系建设,为城市危机管理提供坚实的法律保障;建立科学合理、高效、积极的城市危机预警系统;加强公民的危机管理教育,提高公民的危机管理参与意识和能力;构建城市危机管理的社会整体联动机制等。

Innovations of China's Crisis-control Mechanism in Urban Areas

Great achievements of crisis-control in urban areas in China have been made in recent years.However,problems still exist as follows： lack of awareness of crisis-control and education concerned has not been emphasized enough;there are ＂blind areas＂ of communication between governments and the public;present mode of crisis-control becomes more and more out-of-date.Ways to establish new mechanism of crisis-control include： to strength the awareness so as to realize an over-all improvement of understanding of crisis-control;to enhance the law system and safeguard the control legally;to build a scientific,efficient and active pre-caution system;to improve the education concerned and encourage public participation;to construct an integrated operation mechanism etc.
