广州高新技术产业优先发展的制度创新研究

广州市高新技术产业发展已经进入了良性轨道,但自主知识产权产品比重不高,竞争力不足。为此,通过立法和政府主导的制度创新工作,推动高新技术产业优先发展,应是可行的。制度创新的核心内容是改革现行科研体制,采取制度化的和符合经济规律的措施促进科研成果的及时转化,培育知识产权贸易和投融资市场,从而培育、发展和提高本地高新技术企业的创新能力和国际竞争力。

A study on creativity in priority system of developing hi-tech industry in Guangzhou

While the hi-tech industry in Guangzhou has been developing in a healthy way,the proportion of those products with self intellectual property right is not high,which has affected the competitive capability. To improve this situation it is plausible to give priority to the development of hi-tech industry by means of legislature and renovating industrial system under the government guidance.The essence of system renovation is to renovate current research system and to take scientific measures to promote the transition from research results to products,to develop intellectual property right trade and investing and financing markets so as to enhance the creativity and international competitive strength of the local hi-tech industry.
