对我国现阶段城市贫困问题的初步探讨

城市贫困是一个综合性概念,具有动态性、相对性、社会性、客观性和综合性。我国目前城市贫困问题具有非常明显的突发性、困难性、结构性、交融性、多元性和分散性等特点。在我国现阶段,城市贫困加剧的原因主要是分配不公平、机会不均等、贫富差距拉大。解决现阶段的城市贫困问题,首先应当对这一问题进行认真研究,搞清原因,对症下药;其次是健全社会保障制度,保障贫困人口的基本生活;三是做好失业人员培训工作,提高再就业水平;四是完善收入分配机制,控制收入差距过分扩大,将贫富差距控制在一定的范围内。

A Preliminary Probe into the Poverty in City of Our Country

The poverty in city is a synthetical conception. It is provided with the dynamic, relativity, sociality, objectivity and synthesis. At present in our country, the poverty in city takes on the obvious characteristic of unexpected, difficult, mingle, pluralistic and decentralization. Nowadays, the poverty in city is intensified by the unfair distribution, unequal opportunity and the large difference between the poor and the rich. In order to solve the problems, first we should take the careful research on it, try to find the cause and suit the remedy to the case. Then, the social security system should be more amplified, so that the poor people's life can be ensured. Thirdly, we should do more about the unemployees' training to raise the reemployment rate. Fourthly, the distribution mechanisms should be more perfect to control the widened income difference and try to keep the difference between the poor and the rich in a certain range.
