欧盟民主:哈贝马斯民主理论的分析视角

欧盟是一个介于国家和国际组织之间的"独特"组织。按照民主国家的标准要求欧盟,的确存在民主赤字,但如果按照国际组织的要求来看待欧盟,那就根本不存在民主赤字。然而,欧盟毕竟具有了一定的"主权",所以,欧盟在政治一体化的过程中需要大力发展民主,但又不能对欧盟苛求民主,因为与欧盟政治一体化的现状相适应,欧盟离开了民族国家民主的此岸但还没有到达后民族民主的彼岸。我们同样也不能苛求哈贝马斯的民主理论,因为他的民主理论是规范理论,是一种民主的理想状态,现实可能永远都不具备完全实现其民主的条件,但是其价值就体现在对这种理想状态的不断追求之中。
