基于DEA的城市科技投入产出相对效率分析与评价——以青岛市为例

提高科技投入产出效率是建设创新型城市需要认真研究的问题。利用数据包络分析（DEA）方法对青岛市2001—2011年科技投入产出相对效率进行实证分析，一方面证明了科技投入的增加对提升城市科技进步水平、增强城市科技创新能力具有重要作用，另一方面反映出青岛市科技投入规模、结构、绩效尚存在一些问题。科技政策的制订应在科技投入理念、宏观架构、科技投入方式创新、科技投资体系、科技经费管理体制改革等方面寻求突破。

Analysis and evaluation on the relative efficiency of science and technology investment and output based on DEA --a case study of Qingdao

Improving the efficiency of scientific and technology investment and output is a question in constructing an innovative city. This paper used data envelopment analysis （DEA） to make empirical analysis of the relative efficiency of science and technology investment and output of Qingdao during the year of 2001-2011. It is shown that increasing the investment in science and technology has a vital function in raising the power of science and technology to enhance the innovation capacity of urban science and technology. It also reflects some potential drawbacks of the size, the structure and the performance. So the policy-making of science and technology should be sought from the ideas of investment, the macro- architecture, the innovation of the investment way, the investing system, and the structural reform of funds management.
