城乡等值化发展与公平发展研究——以贵州贵安新区为例

城乡等值化是让农民与城市居民在收入水平、就业机会、工作条件、社会保障、居住环境等方面“不同类，但等值”。其模式主要是通过土地整理、优化产业结构、村庄革新、强化生态保护等，将农民留在土地上。而城乡公平概念则是基于城乡之间存在发展上、政策上以及财政、就业、社保等方面的不公平而提出的。实现城乡公平发展要统一城乡规划布局，统一城乡户籍管理，消除二元户籍制度的弊端，保证城乡居民就业机会和社会保障制度的公平。

On the equivalence and fair development between urban and rural areas --a case study of new district of Guian in Guizhou

The equivalence between urban and rural areas is to make farmers and urban residents ＂not the same, but the equivalent＂ in their income levels, employment opportunities, working conditions, social security and living environment. The mode of equivalence is embodied in making farmers stay in their land with the methods of land rearrangement, optimizing the industrial structure, village innovation, strengthen the ecological protection, etc.; at the same time, the concept of the fairness between urban and rural areas is based on the unfairness of urban and rural development, the policy and finance, employment, social security and other aspects. It is suggested that to realize the fair development of urban and rural areas, we should unify the planning layout between urban and rural areas, unify the household registration management, and eliminate the disadvantages of the binary household registration system to guarantee the fairness of the employment and the social security system of urban and rural residents.
