提升小城市发展质量研究——对浙江省小城市培育试点镇的调查

按照现代化小城市科学发展标准，目前我国小城市在发展目标、服务功能、产业成长、制度改革、考核机制等方面还存在一些问题。从2011年起浙江省启动小城市培育工程，积极探索提升小城市发展质量的现实路径，为优化区域城镇化的整体布局提供了体制机制改革的创新样本。提升小城市发展质量的路径为，把城市功能定位和城市品质提升作为促进小城市实现可持续发展的基础，把产业集群整体升级作为促进小城市实现产城融合的内生性可持续发展动力，把健全城乡发展一体化体制机制作为新一轮小城市培育工程的主线。

Research on promoting the development quality of small cities --a survey on the pilot towns in small cities of Zhejiang province

Referring to the standard of scientific development about modernization of small cities, there are some problems, such as development goals, services, industrial development, institutional reform and evaluation mechanism. Since 2011, Zhejiang province has started the project of developing small cities, exploring the realistic path to improve the development quality of small cities, and providing a sample of innovative institutional mechanisms for the overall layout of regional urbanization optimization. That is, the positioning of city function and city quality is the basis for promoting the realization of the sustainable development of small cities, the industrial cluster upgrading is the endogenous dynamic fusion to promote the realization of sustainable development of small cities, and the perfect integration of urban and rural development is the main line system and mechanism of new small city developing project.
