Poverty is the root of the inequality of women' s social status at present in China. How to regard the relation between poverty and women' s development will directly affect the choice of the rural development policy and strategy. Traditional rural development policy always focuses on economic rise while ignores women's development and their roles in economic development. As revising the traditional policy and theory of development, the theory of women's development includes three different models, which are women's participating in development, women and development, as well as gender and development.
