| 摘 要： | 政策转移在公共政策中具有重要意义,政策转移现象在各国公共政策活动中日益增多.基于系统理论的视角,影响公共政策转移的因素可分为政策问题、政策自身、政策主体、政策环境和政策资源等几个方面.这些因素既可推动,亦可限制政策转移,关键在于何种具体状态.

| Abstract: | Policy transformation has the important significance in the process of public policy.Policy transformation phenomenon becomes more and more popular in public policy activities in different countries.On the systemetic theory,the factors affecting public policy transformation are policy problem,policy itself,policy subject,policy environment,and policy resources,etc.These factors not only promote but also prohibit policy transformation,of which the key issue lies in specific state. |
