| 摘 要： | 在社会主义新农村建设中，农村基层干部应具有较强的集体观念和共同富裕的意识；具有市场化经营的能力和改革创新的精神；具有“以人为本”的发展理念；具有较强的学习意识和科技兴农的意识；具有较强的民主法制意识和自我约束能力。为此，需要完善农村基层干部准入机制，建立健全的农村基层干部培训机制。
