| 摘 要： | 贯彻落实党的"十七大"精神,推动行政效能建设工作进一步深入,必须建立强有力的保障体系。行政效能建设的效率、考评、奖惩三大保障体系的建立与运行,使行政机关的全部构成因素和整个行政活动过程都处于一种科学有效的控制之中,为行政效能的不断推进提供组织保障和措施保障。

| Abstract: | To implement the guiding principles of the Seventeenth National Congress of the Communist Party of China (CPC) and promote the further administrative efficiency construction involve establishing a strong security system. The establishment and operation of three security systems in administrative efficiency construction, efficiency, evaluation, and rewards and punishments, put all components of the executive authorities and the entire process of administrative activities under a scientific and effective control, providing organization and measures security for the continuous progress of the administrative efficiency construction. |
