摘    要:贯彻十六届三中全会精神,高校要确立以人为本的办学理念,坚持以学生为本,以教师为本,以服务为本,促使高等教育规模、结构、质量、效益全面发展;结合实际,新疆高校要以教风、学风、校风建设为中心,高度重视学生非智力因素的培养和开发,全面提高教育教学质量。

Abstract:To implement what is advocated at The Third Plenum of 16th CPC Central Committee, universities should establish humanistic education outlook as their guidelines of running universities, orient the universities to the students, teachers and service and enhance the overall development of the universities in scale, structure, quality and effectiveness. Facing the practical situation, universities in Xinjiang should center on the construction of good atmosphere for learning, pay much attention to the cultivation and training of non-intelligent factors in the students and improve the quality of education on all levels.
